you can change the value because because the 63 (hexagonal code) is 99 in normal numerals so that's how it works.
so action replay codes temporarily change the value of a peculiar memory area. (i just put that in because there are rumors that they mess up the game it does not only if you save with a ton of codes on.)
All of the action replay codes are long because there are so many different codes and games. As a result the creators of the action replay has to make the codes very long so your action replay can identify the code.
