To find them, I recommend buying them from user's shops. They sell for $100-$500 FP. Higher prices are a rip-off.
When you have all of them, go to the Atlas. In front of the Jobs building, there is an arrow sign. Click on it. It will bring you to a page where you will see a building. Click the front part of it.
