Although cataclysm is not out yet, it can be a safe assumption that mounts for goblins and worgen will be at the same level as every other races mounts. the only class that will be getting a mount at a level other than normal is the death knight class, which all death knights get at level 55 after a quest.
No you do not get all other expansions when you buy Cataclysm. You have to buy each and every expansion, in order, in order to upgrade Cataclysm. This means you have to buy the original game (which includes Burning Crusade), Wrath of the Lich King, and then Cataclysm.
Each race that has the hunter class available has a different quest for it, although they are all pretty similar: go tame this beast with this special thingy and come back. However in cataclysm, you will start out with a pet already tamed and with you from level one. Each race will have a different starting pet. When you reach level 10, you will gain the ability to train any beast.
In Cataclysm, all over the leaders die, Alliance and Horde except for Org's leader which is Thrall.

It is the expansion pack that comes after Wrath of the Lich King. You do not need to purchase the CD/DVD to play as you can download the client which allows you to play as you are downloading (once you download enough of it). Although you do not need a Cataclysm account to play the basic WoW, you do need it to take full advantage of all the Cataclysm features, zones, and races.
