Claire's don't perform piercings, they use piercing guns. If you want to get a piercing then go to a studio with a professional piercing using the correct and safe equipment.

It's mostly ear lobe and if you are trying to pierce somewhere else like your cartilage I would suggest a tattoo and piercing shop because Claires uses piercing guns and those can shatter your cartilage and cause nasty infections because of it
That I am aware of, Claire's does not pierce lips. The piercers at claires are only trained specifically in ear piercing, they have not undergone the training of a tattoo/piercing tech.
No, You should always go to a professional piercer with experience! Never go to a place like Claires or the Icing or even Walmart. Also be prepared for a lot of pain, Industrial piercings will hurt for sometimes more than a year after getting them done.
No, Claire's cannot do cartilage piercings because they are not piercers. Claire's use piercing guns which are dangerous for many reasons, and thus banned on everything but the ear lobes (and hopefully soon they will be banned outright). Guns cannot be used on cartilage as it could shatter.
In Vancouver in almost any mall there will be either a claires or ardenes. It will seem a bit juivenille but they have reasonable prices for fake piercings and will pierce your ears for free. Try going to metrotown it may not be as close as you have hoped but its worth it! :)
I would suggest leaving the piercing to actual professional body piercers who have licenses and inspection reports to attest to there professional abilities, the life of the piercing gun in the hands of an untrained unqualified individual are over. First of all let me say that all piercings hurt no matter what they are being done with. Cartilage piercings will hurt even worse because it is so hard. It would take a while to get a knife through it. Also, a knife will not create a clean hole that is symmetrical. And don't forget that you risk getting an infection. I suggest going to a professional. You can get it done at most Walmarts or Claires for pretty cheap. Good Luck!
