After you defeat Red, you will have the chance to have the Hoenn starters. But to get all of them, your best bet is migrating them from Ruby, Sapphire, Emerald, FireRed or LeafGreen. You Will Get Only 1 Pokemon Starter's From each Region. Johto at the beginning of the game. Kanto Starters after you defeat all 16 Gyms. and Hoenn Starters After Defeating Red. You can get a Starter from each Region EXCEPT Sinnoh, unless you trade with D/P/Pt. You can get Cyndaquil, Totodile , or Chickorita at the beginning of the game. You can get Charmander,Squirtle,or Bulbasaur after getting all 16 gym badges from the Kanto + Johto Region's. And last but not least you can obtain Torchic, Mudkip, or Treeko from Steven Stone (yes he wil be in the game) after defeating Red. Its pretty cool but one small thing is that you can only get 1 starter Pokemon from each Region except Sinnoh (without trading).
