Well i believe it would bet a gif file, as in the extension .gif
The creator owns copyright on free animated clip art. as it is freely distributed online or in other media format. there is no penalty in using free animated clip art as it is free to use (no license required).
There is no such thing as .gif "cliparts". You can find .gif animated images through a simple google search. You cannot find them via Microsoft or other word programs clipart settings as its not supported to hold animated files.
Clip art are generally animated icons or phrases used for entertainment in a project. A picture is usually not animated and is used for more serious matters.
