I also typed that question into wiki answers and got nothing so i did some forum research on it and no one really knows for sure what "keys" are for.
To put this in perspective for people reading this, if you loot the dummy used in one of the assassination contracts you get "(1 keys)".
Although no one is really sure it has been unofficially agreed in some forums I've read that it was some extra feature that was going to be added to the game, got rejected at the last minuet but didn't fully get erased from the game before release.
