Clean URLs in Drupal are URLs that do not contain get parameters. (In other words, they don't have the ?a=b&c=2 junk at the end of the URL.)

Clean URLs instead use a rewrite. This makes the URL easier to read, and allows some search engine crawlers that otherwise would not be able to crawl the page to do so.
