If the Nazis were trying to exterminate the Jews why did they allow them to emigrate out of Germany?

Nazi policy towards the Jews (or at least towards West European Jews) changed in August/September 1941. Until then the Nazis wanted Jews out of Germany and other West European countries under their control. From September 1941 onwards the policy changed to extermination. The first deportations of Jews from Germany to killing fields in Latvia and Belarus began in October 1941. (It is worth noting that the requirement that Jews in Germany and other Nazi occupied countries was introduced in September 1941. In Poland, where Nazi policies towards the Jews became harsher earlier, it had been introduced a year earlier). The idea that the Nazis had always wanted to exterminate the Jews and had some kind of blueprint for the Holocaust already in the 1920s is one of those popular myths and went virtually unchallenged from 1945 till about 1960. Nazi policy became more extreme over time.

Is Zionism racist towards Jews?

No. Zionism was created by Jews for Jews. It is the belief that the Jews should have political self-sovereignty and is the patriotic sentiment behind the Establishment of the State of Israel. Precision : Among Haredim Jews, some are Anti-Zionists (some even having "friendly" relations with the Iranian president). However, even they do not accuse Zionism as being racist towards Jews. Their issue with the State of Israel is that they do not believe that Jews have a right to a state prior to the Messiah's arrival. It is not that they believe that the state or the ideology is discriminatory towards Jews.

What contradiction did Scout experience when Miss Gates explained the difference between America and Germany?

Scout experienced a contradiction when Miss Gates expressed disgust over the persecution of Jews in Germany but held discriminatory beliefs towards African Americans in America. Scout noticed the hypocrisy in Miss Gates' words, as she showed compassion for the oppressed in one country but failed to see the injustice in her own society.
