Cleopatra's father was driven from his throne and borrowed heavily from Roman money lenders in order to get it back. When he was returned to power he executed his daughter who had usurped the crown, and possibly his wife, although this is unclear. He died leaving Egypt still owing a massive debt. In his will he left his kingdom to be ruled by Cleopatra and her eldest brother jointly, with Rome as their protector. That's why Caesar was able to legally establish Cleopatra and her brother on the throne.
