Scientists at NASA do various things. The tasks are all space or physics related. NASA is US's Space Program. They launched satellites like Swift,skylab ect. NASA scientists test zero G, jet propulsion, sample space rocks ect. Space Shuttles and Mars Rovers are one of NASA's achievements.
If you measure by goals and achievements, then yes, NASA is the most successful governmental space agency in the world. The Chineese have a very successful program as well and will probably be the next nation to plant a flag on the moon.

Now, NASA launches rockets. The Space Shuttles were lied into retirement in 2011. The Space Shuttle was invented in the '80s. NASA has been launching rockets since the '50s!
