Pluto is a dwarf planet. It could be an asteroid, or it could be a moon that escaped the orbit of Neptune. It could Not be a comet. Comets are chunks of frozen ice that travel in orbit around the sun, and as they near the sun, parts of the comet melt and leave a trail of melted water in their wake. Pluto never gets near the sun to melt. Pluto never gets nearer the sun than the orbit of Neptune.

Asteroids, meteoroids, and comets are space objects that are made of chunks of rock. Asteroids are rocky bodies that orbit the Sun within the asteroid belt, meteoroids are smaller rocky fragments that travel through space, and comets are a mixture of rock, dust, ice, and frozen gases.

It was created like any other comet: Ice chunks fuse together to the nucleus of the comet and it obtains an orbit around the sun.
They believe a large gas cloud in space was condensed into what we now call the sun. Chunks of this cloud flew into orbit around the sun and eventually condensed into planets.
Comets are relatively small chunks of rock and ice that orbit the sun, sometimes they come close but usually are far out beyond the orbit of Neptune. Stars are different, they are like our sun. Much bigger and hotter but much further away.
