the most similar is CoD's competitor : Halo 3 but another game that has similar game-play and controls is borderlands although fallout 3 is pretty good in my opinion if you like a big world and lots of guns and explosions and slow-mo and single-player. so there are my opinions on CoDs similar games.

overview (to sum up what i just said)

halo 3 - CoD's competitor

borderlands - big world, lot o guns, similar controls

fallout 3 (best single-player, scratch that, best game) -big world, lot o guns (fallout 3 is kinda like a futuristic oblivion)
