If your taking about mangas, what makes a good manga is definitely the plot. The plot is super important because the author has to keep the reader interested throughout the entire book but the characters are also important. Most people don't want some lame heroine that might be a little different but is overall very bland (like Bella in Twilight...can you say BORING!). Most like a person that is totally kick impressive like Haruhi Suzumiya. So overall the characters and the plot is what makes a good manga.
