They are nonexistent. Seriously, the non-trial version costs $200 for students/educators, you can't expect them to just give it away for free. That is as 'inexpensive' as it gets. It is the industry leading professional image editing software. For most amateurs (excuse the assumption, but the question does lead to it), Photoshop Elements is more than enough.
Use GIMP if you want good, free image editing software. The interface takes getting used to, but so does Photoshop at first.
