I think it would be Earthquake. Even though there are other moves like Hyper Beam that has more basic power, Earthquake gets STAB bonus since it is a Ground attack and Tyranitar is also a Ground type. It is also a physical attack and Tyranitar has better Attack than Sp. Attack.
