The Starter Water type pokemon are very powerful and off coarse the legendaries
One opinion believes that the best Water-type Pokémon in Pokémon Black is between Seismitoad and Carracosta but others believe that it's a case of it definitely being Carracosta.
Another opinion believes that it's generally between Samurott and Jellicent.
A good water Pokemon is Gyarados. Or, if your looking for newer pokemon, try Samurott, or Seismitoad.
Magikarp can only learn splash, tackle and flail but if you really train it hard and have lots of battle items you can even beat the elite 4!
My best water type is probly whalelord or milotic, as you know milotic you can get by evolving a Feebass or whalelord you can get by evolving wailmer

the Pokemon types that are good against water types are electric and grass. the problem is is the Pokemon your facing is a water type and say a ground type, electric attacks wouldent effect your foe. you have to be carfull somtimes.
It depends. Overall, Magmar is pretty good, if at a relatively high level. But, against water-type Pokemon or rock-type Pokemon, it might not fare so well. But keep it away from these Pokemon and pit it against bug-type and steel-type Pokemon and you'll have a nifty pal!
There are many Water Type Pokemon in Pokemon Platinum, however, there is only one strongest one. That Pokemon is Palkia. Palkia is one of the Main Storyline Legendaries in Pokemon Pearl, it is a Water/Dragon Type. If you are looking for the strongest Non-Legendary, your best bet is Gyarados. Any exceptions?

Depends. Water is not very effective against Dragon types. However it is possible for most water Pokemon to learn ice type moves and these will be super effective. Good luck!
