Helmets are generally unavailable until your level is in the 20s, though there are some exceptions (several vanity items, engineering goggles, and lucky fishing hat come to mind). Once you reach the mid-20s or so, helmets become as available as other armor, and so are obtainable from quests, drops, etc.
A helmet shop, there's one in Barbarian Village, between Falador and Varrock you can get a helmet in the grand exchange, which was made on runescape a few months ago now, you can find it in varrock north from the big bank. or you can smith some helmets
I will answer the question by assuming that you tryed to say wear instead of where. Helmets are not a part of aq external appearance. However you can have a helmet item as a misc. In that case in a battle click your item button on the battle menu.(The place where you use your potions) You should see the helmet as an item in the list that will open. Click on it and you should wear your helmet.
While you can wear cosmetic head items from level 1, such as the Pilgrim's Hat, functional items for head slots only start appearing around level 30.
Warriors can get a helmet from a level 30 quest, while others on the Alliance side can gain a Mail helmet from the level 32 quest to kill Mordent Fel in Duskwood. Around level 28 you can get a head item from Mekgineer Thermaplugg, the last boss in Gnomeregan.
Note that Engineers and Jewelcrafters might get head items earlier - these are limited by Profession score, and not level per se. However, since you need to be above a certain level to advance your professions, do not expect to see any before level 30 again.
Helmets, or sometimes referred to as "helms" are a wearable item category. They also include hats. Helmets will only fit in the Headgear Slot on your Warcraft character's armor set.
You get helmets and hats as loot in dungeons, you can buy them from NPCs in the game, and make them with the professions Blacksmithing, Tailoring, and Leatherworking. In most cities and areas there are clothiers that sell cloth armor and some that sell plate armor. They often sell helms and hats, if you want one. Most helmets can be used by all classes, all races and both factions (although there are a select few that are exclusive items, like the Red Defias Mask which is only for rogues.) If you want a helm you can also look in an Auction House, where plenty of other players will offer decent helms (although this means you must pay for them.)
Helmets typically give lots of armor and hats do not give much armor but they increase statistics such as Intellect.
