i go horse riding so i should know they are like that because when you are riding you want them to be fitted and stretchy so they are comfortable otherwise if you wear jeans or something like that you can't open your legs wide enough to sit on the horse never mind ride it

With a jockey skull cap riding hat the outer shell of the hat is made of plastic and obviously the silk you put over is a fabric. The inside of the hat and the inside of most horse riding hats is made up of a lot of polystyrene usually tightly compressed to give maximum protection.
