New proxies are fresh proxy servers that were recently checked and they are working. Basically that's it. Just a pair of IP address and port corresponding to a proxy server that is responding requests right now.
The problem with fresh proxies is that it changes a lot, new ones appear and a lot of others stop working.

The new school proxies for 2012 have changed because it is now 2013. It is unwise to use proxy servers in school as they are generally accepted as a violation of a school's acceptable use policy. Using a proxy is likely to get a student or teacher in trouble.

But remember, proxies cannot be used in tournaments There are a multitude of site where you can print proxies. Most sanctioned tournamnets do not allow proxies, but some non-sanctioned tournaments do. Remember to always check with your tournament co-ordinator or the head judge before trying to use proxies.
