To this day the North Koreans celebrate the cease fire as a victory, because although they were unsuccessful in invading South Korea, they were able to maintain sovereignty of the northern territory. It taught the world that agression for any reason will have far reaching and long lasting consequences. North Korea still looks at the United States as an evil enemy and they have memorials commemorating the bombings and attacks that the U.S. military deployed upon the North Koreans to sustain their point of view.
Yes, the North Koreans are practicing right now in December 2010 and said that they are going to attack if they get to practice. If they attack the South, the US Army is going to get involved but if the South Koreans attack, which is somewhat unlikely, the Chinese is going to get involved. The North Koreans are allied with the Chinese and the South is allied with the US Army.
