What are opinions in regards to which Pokemon is the strongest?

One's opinion is it has to be a Legendary Pokémon such as Ho-Oh due to its Sacred Fire move, Arceus, Mew because it can learn practically almost all of the known moves, Lugia due to its Aeroblast move and Mewtwo because of its ability to use Recover.

Others' opinions include Porygon-Z, Spiritomb, Rayquaza, Articuno, Groudon, Kyogre, Zapdos, Giratina, Dialga, Palkia, Infernape, Charizard, Moltres, Gyarados, Darkrai, Jolteon, Pikachu.

One's opinion for Arceus as the best Pokémon is because it's a Pokémon God and can use all types available due to all of its plates so because of the plates it can counter all matchups with ease.

1. Rayquaza because its Attack and Special Attack can go over can 410 and its HP can go over 400 as well.

2. Arceus, I feel is weaker than Rayquaza because of the fact that its stats cannot cross 400, in fact the highest an Arceus' attack stat can go is 372 as well as all the other stats except for HP which is the only stat that can cross 400 with an Arceus. It can beat all non-Legendary Pokémon easily so it is in a different class.

3. Mewtwo because it was stated in the movie "Mewtwo Strikes Back" that he was the most powerful Pokémon and there's also the additional fact that Mewtwo had been created as a result of a lab experiment that involved the cloning of Mew's DNA so Arceus did not create Mewtwo.

Another OpinionI believe any Pokémon can be the strongest provided they're raised right since a Level 100 Weedle is capable of beating a Level 100 Arceus.
