The Tower of London was (and still is) a Royal Residence, although Royals don't live there any more. When the Monarchs were given presents of exotic animals from other Heads of State, they housed them in their own 'zoo' in the Tower of London. This became known as the Royal Menagerie. When the present London Zoo opened in Regent's Park in the mid 1800's, the animals in the Royal Menagerie were transferred to the new London Zoo.
