Raccoons do not have 'packs' per se as do wolves. They have loosely knit communities of related females and their young called a gaze.
they get meat if theyre the same species its either for food because theyre starving or for taking down the pack (animals travel in packs and animals like lions will kill other packs for a reason i have no idea)

A Rare Thing. Siberian tigers, like all tigers are mainly solitary. Adults come together to mate, cubs stay with their mothers for awhile, and that's about it. You don't get any tiger packs
You can adopt in all of the expansion packs, but Sims that are at university can't until they become adults and leave.
