"Read & Execute" would be the best method for NTFS permissions. For Share permissions it would be "Change".
Go to Start, Control Panel, and Date and Time. Here you will be able to adjust the time and all the settings. If you don't want other computer users to modify the date/time settings, set their account permissions to Limited. If they are a limited user they cannot modify other users or system settings.
