To cure a Sim of vampirism, call the matchmaker on the phone (phone>services>matchmaker) and when she arrives ask for Vamprocillin-D, then make your Sim drink it and they will be cured instantly and will return to being a normal Sim.
To cure a different Sim of vampirism, have your Sim place the potion on the ground and using "boolprop testingcheatsenabled true" make the vampire you which to cure selectable. Select them and make them drink the potion.
Vampires are only available in Sims 2 nightlife and will only show up downtown. NPC vampires are often dressed oddly and their name will start with Count/Countess.
The vampires look different as well. Fangs, of course, and paler skin, and evil-looking eyes. They need a coffin to sleep in, too, and a night job is best.
