A DMZ is the "space" created when two firewalls are connected together. It's like a no man's land. You will need two firewalls. You will need to setup IP address on the inside network and will need to pass traffic from one router to another. You will also need to inform the ISP what the public address of a server in the DMZ if it needs to be reached from the internet.

You can't, they will have firewalls to restrict external access. Firewalls are built into almost all routers and all recent versions of windows. They are turned on by default.
