I do not know of a specific name for a word's stressed syllable. However, sometimes people use the phrase "accented syllable" instead of "stressed syllable."

There are many such English words. Affect, content, detail, perfume, permit etc, are nouns when accented on the first, and verbs when accented on the second syllable. If there is name for this kind of word, I do not know it.
Some examples of 4-letter, 2-syllable words include: easy, four, able, that, here, mind, jump, know.
