High rates and fun Maplestory private servers?
I think Extalia would be the perfect server. The rates are very close to the real Maplestory server, so you still have the fun of leveling up and earning mesos. It's one of the best private servers out there, so you can already assume that there's a lot of online people there.
Should i play the normal Maplestory or a Maplestory private server?
Playing maplestory (the legal version) is a good idea, but sometimes the grind and the continuous staring at the high level pros makes one discouraged, so this is where private servers come in. If you play the legal maplestory, you'll get bored, but in updated private servers, it is more fun. It depends really, whether you like super fast levelling or super slow grind. XD But, there are servers that are GMS-like. It is just like playing the real maplestory, but it requires you to not pay at all. Unless, you are willing to donate. Furthermore, there are servers with their own storyline.

Yeah, sadly, i would like to play private servers, i heard some are okay though, some get the money from donations and send it in to blizzard, I've played one before(Not knowing it was illegal) but they're fun, try and find legal ones.

There is no proof that they "suck", in fact, may people enjoy private servers because they are easier to play, and allow you to access many items in a much more free world. Graphics depend on how much time the maker of the Private server spent on it. Some look good, some look bad. Easy as that. And the whole point of him/her asking this question was probably so they could not play Runescape by Jagex.
