No they can't. In fact no state should take animals from their habitat at all. Imagine a map of the United States had four different colors on it. Orange means you can't keep wild animals. Red means you can keep some of them. Brown means you need a licence or permit. And yellow means you can just have them. For me I would like the United States to be orange. All of it.
