There are thousands and thousands of cities that are not capitals in Europe. Some include Barcelona, Spain. Nice, France. Milan, Italy. Istanbul, Turkey. Cologone, Germany.
There is only one capital for the country of Mexico: Mexico City. There are however, 31 state capitals, as Mexico is a federal republic composed by 31 states and one Federal District. Some state capitals include cities such as Mexicali, Guadalajara, Tlaxcala or Merida.

Why is Albany the Capital of New York and not New York City? They chose capitals that were centrally located as much as possible in the state and also where some sort of government existed. Capitals are never chosen because they are centrally located, look at the 50 states, perhaps 2 or 3 capitals are near the center of the state. They are usually the first town settled in the area, on an important trade route or waterway.
