Then go to the Crafting Tree in Squippet Hollow and the crafting tree will make you a Glowing Fish Balloon.

How do you use the crafting tree in Petpet Park?
In some quests you will need to visit the crafting tree, when you visit the crafting tree you will need certain items to give to the crafting tree to make a new item. If none of your quests don't need the crafting tree's help you can always talk to the talking flower next to him, the talking flower will give you some the items you will need to craft a random item. Two of those items will help you get badges. The items you need to craft to earn the badges are the 'glowing fish balloon' and the 'twinkling star lollipops'. For all the badges for the glowing fish balloon you need to make 1000 of them and only ten twinkling star lollipops. You can always look in your backpack to see how many you made or look in the 'badges and collections' and under crafter to see your progress on how many you've made.
