Backstory means anything that happened before the main story takes place. It can be the character's childhood or something that happened before they were born. It can be a big event or some little memory that shows the character's personality.
Flat characters in "The Book Thief" may include characters like Frau Holtzapfel, who are only given a few defining characteristics and do not undergo significant development throughout the story. Other examples could be some of the minor townspeople, like Rudy's siblings or some of the school children, who are not fully fleshed out in terms of personality or backstory.

You have to have believable, logical characters who would have believable dynamics first. Then, you just put them together and write out what they'd do in that situation. If your characters are "real people" with backstory and emotion and personality, your dynamics will be believable.
