There are lots of things that 13 yr. olds can do for fun without getting into trouble. Some of them can be done alone, while some require friends or family members. Some are free or cheap, while others cost money. Here are some of my favorite ideas.
1. If its windy out, find some instructions online to build a homemade kite. Then take it to an open place outside(AWAY FROM POWER LINES) and see how well it flies.
2. Cut pictures of things you like out of old magazines and glue them to a poster board or piece of plain cardboard.
3. Get some squirt guns and water balloons and have a big outdoor water battle.
4. Gather some friends and have an outdoor or mall scavenger hunt. Make lists of things that would be fairly easy to find. For a challenge have teams with the team-mates tied to each other at the wrist so everyone has to stay together.
5. Make a home movie or pretend commercial and record it on a video camera.
6. Buy some of those gross tasting (Bean Boozled) jelly beans and challenge a friend to a taste test. Video tape it for extra fun.
7. Learn a new skill like knitting, latch-hook, embroidery, jewelry making, or yo-yoing.
8. Start a collection of stamps, buttons, shells, or coins.
9. Decorate cheap cardboard or wood frames with shells or buttons.
10. Have a fruit tasting party where everyone brings a different kind of exotic fruit that they have never tried.
11. Have a family or friends game night to play Board Games or cards.
12. Put together a puzzle
13. Collect some of your favorite pictures and create a scrapbook.
14. Build a toy airplane, rocket, ship in a bottle, or other model.
15. Make homemade ice cream or cookies.
16. Go to a museum, zoo, planetarium, or science center.
17. Play frisbee, croquet, or some other yard game.
18. Build something out of wood scraps, like a bird house or feeder.
19. Visit an animal shelter or pet shop & play with the kitties or puppies.
20. Go rollerblading, bicycling, or Skateboarding.
If none of those interest you, maybe reading a book, playing a sport, or cooking a new recipe would be fun.

This depends on the personality of the girl. In general, though, girls at that age do not have the patience to enjoy a hobby like scrapbooking.
