There are different types of concealers; concealer sticks, liquid concealer, cream concealers and powder concealers etc. Personally, I recommend concealer sticks or liquid concealers for starters. There are also different foundation types as well; liquid foundation, mineral foundation, pressed powder foundation, matte and loose powder foundation. I recommend pressed powder foundation or mineral foundation for starters, mineral foundation is great for the skin, easy to blend into you face and jawline and doesn't clog pores as much as liquid would.
My beginner brands; I say you stick to the drugstore brands for now, covergirl, rimmel London, maybelline new york, loreal etc. Keep in mind that there are special foundations for dry skin, oily skin and normal skin.

It doesn't make much of a difference, but it can save some time, yes. If you are planning on wearing concealer as well as foundation, then it's better to put foundation on before because it provides some coverage, so you will only have to apply concealer where the foundation doesn't quite get it all. Also, If you are wearing blush, then putting that on before foundation is useless because the foundation will just cover it. Also, when applying eye shadow and mascara flakes can come down and land on your cheeks, on top of your foundation so put it on after to cover those flakes.
