Nowhere, selling, trading of accounts if prohibited by Blizzard Entertainment. as for selling, you are trying to sell something that belongs to blizzard and receive money for it... that is like stealing from someone's garden and selling the produce as your own.
For addons alot of people use Curse and WoWInterface. For news and discussions, alot of people got to the official forums and MMO-Champion. See related links below for the links to these sites.
