2. you can make nice spells from the arcane university, but the cost is too high, and for the 100 damage/seconds/feet fireball it cost about 450,000. when i got it, i had about 55,000 magicka and you need 140,000 magicka which is impossible no matter what level 55k is the max out... from my experience Fingers of the Mountain is the best spell... the final level does 200+ damage too 100ft and one shots most mobs. it costs about 3500 magicka. the only mod you need to fight is a storm atr. :]
3. the best spell iv found is pretty cheap to make uses a low magicka, its perfect for lower level characters, make a spell that's drain life 100damage for 1sec then add fire,ice and electric damage around 40 each is enough. I use this spell with touch making it alot cheaper.I have a problem while fighting undead creatures like Zombies and skeletons in that the spell wont affect them until you cause physical damage to them first i.e. just punch them then cast the spell. its sorta a cheating way to get a kill but it works

There are some places, such as winterhold that have mages who will sell you spells based on school of magic, and there are places that will have a random assortment, such as belethor's general goods. Swords are sold by blacksmiths, but it is in your best interest to make your own
