I went on a couple of walking tours in the downtown region, and i really enjoyed it. If you're into the historical aspects of neighborhoods, then take the one I went on, which is called the East Village Visitors Center. Alot of the tours on the St. Marks region, where it's more famous as a bar-hopping hipster district, but you'd be surprised by the stuff that happened in the past of the neighborhood. Unfortunately, there is no real free tour provider for NYC. One may use "Free Tours by Foot". They are a walking tour service provider but do ask clients to "pay for what they like". In essence, a truly free tour can only be obtained by exploring the city on one's own time.
