You classify governments based upon how they are governed; i.e. how many leaders, how many governing bodies, powers and responsibilities of the leaders and governing bodies, how the leaders and governing bodies affect each other, how the governing bodies and leaders are given power, how the populous under that government interacts, affects and plays roles in that government. And so, the U.S. is a republic because it has one over-all leader with limited powers. There are 3 governing bodies that have power over each other as well as under each other, so that they can keep each other in check. All officials are elected by registered voters, except those nominated and chosen by Congress or the President. The most powerful positions are voted for by the populous, and then possibly another group, such as the electoral college. Just use those first questions to determine the gov't classification.
A votes of censure is a vote showing that a majority does not support the policy of a leader or governing body. It is a congressional procedure for reprimanding the President of the United States, a member of Congress, or a judge, and has no explicit basis in the Constitution.
