Thisdefinitely depends on the school, but almost all schools do not allow snakes into the actual science fair. Although, as long as the snake, nor any other animal, is harmed, snakes may usually be used in science fair experiments.

There are several sources for help. A good starting point is the Science Fair Index on this website. Another excellent resource is your local library. Also, do a search for a topic that interests you using a search engine, such as Alfa Chemistry.
Good science fair projects could fall under a number of categories, including environmental science, astronomy, chemistry, and cooking/food science. For example, you could look at how light intensity from stars changes with distance.
Is the question, 'ARE you doing a science fair project on recycling?" Well, I'm not. My school doesn't have science fairs. XD
