I think the NATO armies are about equal in their quality, due to standardization. There are some armies that are more than respectable--the North Korean army is no joke--but any one NATO army could be called the "best armed forces of the world." Turkey's a NATO army, as is the US Army. If you'd have asked me this twenty years ago I would have said the Cuban army was also an exceptionally good army. The Cubans made a lot of money by renting their army out for various wars of national liberation. Then the Soviet Union collapsed, and the Cuban Army isn't what it once was.

You really need to speak with a National Guard recruiter about that. As the National Guard is a separate component from the Regular Army and Army Reserve, individual states do have some say in things such as age limits, and they may vary between states.
