A switch is tested by using an ohmmeter to check for continuity. It is best to remove the switch from the circuit to be sure you are measuring only the switch. Of course, be sure you have deenergized the power! To determine how the switch should function, you may need a wiring diagram, especially if the switch has more than two terminals. Generally though, you would test for continuity in one position (on) then move the switch and test for no continuity (off). A switch can also be tested live in an energized circuit, but if you're asking this question, this is an advanced method you should not try without some expert supervision.
