What is surface leakage current?

Undesired current flow across the surface of a semiconductor device due to contamination of that surface. This disturbs the operation of the device and causes a variety of failures. Insulators can also have surface leakage current for similar reasons.

What percentage of total intermittent device load is added to the continuous duty device load to compute the total system electrical load requirement?

I believe the NEC specifies 125% of the continous load plus 100% of the intermittent load. Depending on the specifics of your situation this may not be correct ( a different part of the NEC should be referenced).

How many failures would the TTY have out of 10 trials?

There are no official statistics available to support how many failures the TTY would have out of 10 trials. Suffice to say however, that how reliable the TTY device would be depends greatly upon the telephone network provider. As long as there is reasonable coverage and the phone lines remain intact, the TTY device should work flawlessly.

How do you mess up a school computer?

An easy way me mess up any electrical device is to use steel wool. Take steel wool and shred it so that pieces of it get inside on the electrical circuits. Even if the device does not stop working right away it soon will fail. Often the device will become intermittent and work sometimes but fail other times. This type of intermittent fault is the hardest type to fix. Another good way is to get a bootable Linux ISO and mount the Windows partition and edit whatever you feel like.
