Nations go to war for a variety of reasons. Some of which are mentioned here:
A. To gain land; This means bringing in new wealth, such as taking over another nations oil fields;
B. To gain political & economic leverage over other nations;
C. To prevent other nations from gaining a political and or advantage over themselves;
D. To spread a particular type of government philosophy; and
E. To spread a particular religion.
Heck no, why fight and lose thousands of lives without a reason. But that is just a matter or opinion

It means there is a justifiable reason for going to war. Take for example World War 2. Hitler was killing millions of people and invading countries against their will. That deemed a reason to go against Hitler. He was wrong to do what he did and he had to be stopped. Another justifiable reason is when a people group or nation is under threat or attack. The United Nations deems it to be a justifiable reason for going to war against the foe. An example of that was when Iraq wanted to go into Kuwait to steal their oil and rule over them.
One reason that some Americans opposed the annexation of Texas was that they didn't want to go war with Mexico. Another reason was that it would change the balance between states that had slavery and those that didn't.
For the record, Economic alliances HELP nations stay in peace together. All the wars (such as World War 2/ Iraq War) started with economic reason behind it( the World War 2 was due to Germany falling into a depression while Iraq war was for the US to sieze the oil production.) If they are economically dependant (in an alliance), then it is less likely that they would go to war since they are depending on each other to survive.

Their number one fear was having to have to go through US Army or US Marine Corps boot camp. This would happen if they were drafted. Answer? Become a dove and protest the war, the sooner it ends the less chances they would have of having to go through that dreadful experience.
Because only nations can go to war with nations. States going to war with states is a civil war and need not be declared. States going to war with another nations is a treasonous act and cannot be sanctioned by the larger federal government.
