There are a number of sites that offer a homemade dishwasher detergent but the ingredients appear to be the same. One can make this by mixing 2 cups of Borax, 2 cups of baking soda and one cup of citric acid. One needs just one tablespoon of the mixture per load.
You can probably remove the dye with dishwasher detergent. I used dishwasher detergent to remove jet black permanent hair dye from a white formica counter top. It removed the dye 100%. You couldn't even see a trace of the dye. If dishwasher detergent can remove black permanent hair dye, it can remove just about any dye. You want the dishwasher detergent that says it DOES contain bleach. Pour the detergent on the marks. Let that sit overnight. Then wipe the detergent away with wet paper towels. For some reason, dishwasher detergent works better than Clorox. (I tried Clorox, and it didn't work for me.)

I suggest running the dishwasher with detergent and about a quarter cup of laundry bleach. Let run the full cycle at high heat. Even if a dishwasher is not used often there is still moisture in it, the black is most likely some type of mold.
Dish liquid is designed to generate a lot of suds. A dishwasher cycle will stir up excessive suds that the machine won't be able to rinse away. Some dishwashers will stop or break down if this happens. If you're out of the regular dish washing detergent, rinse the dishes well before you put them in and then run the dishwasher without detergent. The hot water and dry cycle will sanitize dishes sufficiently. Or, put the dishes in, close the door and leave it until you can get some detergent.
