Perhaps he's nervous. Guys can show thier feelings for girls in a variety of ways. Every guys different. Some guys, when they like a girl, will flirt a TON with them, and talk to them and compliment them all the time. Some will do the complete opposite (like in your case) and totally avoid the girl, probably because they like you and are afraid of doing something stupid in front of you, or getting rejected. Be careful though, because just because you catch a guy staring at you doesn't necessarily mean he likes you. Don't jump to hasty conclusions. He might be staring at you accidentally but not even thinking about you! And even if he DOES flirt with you, don't take that as an easy hint, either.
