Animals can die from animal cruelty in many ways. Some ways include starvation. If an animal is left alone with a long period of time without water and food, they will die. Animals also die from infection of an injury from a chain, broken leg, or another injury.
Animal cruelty is defined in many different ways varying from your location and the species of animal involved. For example; tethering a dog is considered "cruelty" in several US counties, but in other places tethering is considered an appropriate action. New Zealand does have some animal cruelty prevention laws, but there are large loopholes and it doesn't really protect working animals. Depending on your definition, yes, Animal cruelty can be legal depending on the circumstances.
Illegal in pretty much all developed countries. In many poorer countries, however, no laws against animal cruelty exist.

The only thing I can think of that people can do to stop this cruelty is to join a cause or organization dealing with this specifically. People can donate to the cause and help in this way, but before they donate or help, they should look into the organization to make sure that it is legit. There are other ways people can help, but they most likely require more traveling, a strong devotion, and have to be willing to give up lots of their time. But we have to stop this animal cruelty, it's so terrible. :(

Here are a few ways... 1) Donate to/support a shelter or organization that helps abused animals. 2) Report any incidents of animal abuse that you see. 3) If getting a pet, consider adopting one that might otherwise be neglected. 4) If you want to get really drastic, make fliers that demote cruelty, or even join a local organization that is against it.
