I think Wattpad is an option but you could also just create a blog (wattpad is more interaction though, with other people)

The only one I know of is fanfiction.net. on this website, you write original work based on the work of someone else. for example, you use the names of the characters in twilight or grey's anatomy, but use your own personalities and story lines for them. people can then read your stories and post comments about them. I have used this to strengthen my own writing skills and found it very helpful.
