The manatee doesn't really need to have a defense because it has no predators exept for humans and speedboats. They can't defend themselves against speedboats which is a major problem. Usually, a car is faster then a boat, but there are some extremely fast speedboats which are faster than most cars, as they can get up to 120mph easily.
This is because speed boats have to travel fast and a sharp arrow makes them streamlined to reduce air resistance so they travel very fast. barges would not have made the speedboat go fast because it is not streamlined and it would slow te boat down
