It is +20 attack and +20 defense which is basically the same as the chain gun --- NO you are not correct about that. The chain gun is 16 attack and 14 defense.
You unlock it at lvl 99, buy it for $200,000 and have a upkeep of $2,500.
Exception to this ... there was a "crack" exposed that allowed players at lower levels to acquire the bonus weapon.
